The Government of Nepal, Ghodaghodi Municipality and Terai Madesh Samridhi Karyakaram has allocated fund stowards the cost of the construction of Premix Carpeting Works of Laxmi Nagar -Ghodaghodi Village-DodaKhola Road Blacktop(Ring Road)(Chainage 0+000 to 3+000),Shivganga to Ward Office Blacktop Road work (Ward no. 9) (Chainage 0+000 to 0+700) &Doke Bazar to North (Ward no. 5)(Chainage 0+000 to 0+300) and intends to apply part of the funds to cover eligible payments under the Contractfor NCB/GMUN/WORK/03/078/079. Bidding is open to all eligible as per Section V of bidding document.

1. Ghodaghodi Municipality invites electronic bids from eligible bidders for the construction of Premix Carpeting Works of Laxmi Nagar -Ghodaghodi Village-DodaKhola Road Blacktop(Ring Road)(Chainage 0+000 to 3+000),Shivganga to Ward Office Blacktop Road work (Ward no. 9) (Chainage 0+000 to 0+700) &Doke Bazar to North (Ward no. 5)(Chainage 0+000 to 0+300)under National Competitive Bidding – Single Stage Two Envelope Bidding procedures.

Only eligible bidders with the following key qualifications should participate in this bidding:

• Minimum Average Annual Construction Turnover of the best 3 years within the last 10 years:   NRs. 4,00,00,000.00.
• Minimum Work experience of similar size and nature: ( i.e. at least one Government Premix Carpeting road Works Construction Experience within last 10 years); Value of Service for Single Project: NRs. 4,00,00,000.00.

1. Under the Single Stage, Two Envelope Procedure, Bidders are required to submit simultaneously two separate sealed envelopes, one containing (i) the Technical Bid and the other (ii) the Price Bid, both in turn enclosed in one sealed envelope as per the provision of ITB 21 of the Bidding Document. 
2. Eligible Bidders may obtain further information about the Bidding Documents at PPMO e-GP system www.bolpatra.gov.np/egp. 
3. Bidder who chooses to submit their bid electronically may purchase the hard copy of the bidding documents as mentioned above or may download the bidding documents for e-submission from PPMO’s e-GP system www.bolpatra.gov.np/egp. Bidders, submitting their bid electronically,  should  deposit  the  cost  of  bidding  document  in  the Project’s  Rajaswa (revenue)  account  as  specified  below  .

1. Pre-bid meeting shall not be held.
2. Electronic bids must be submitted to the office of Ghodaghodi Municipality, Sukhad, Kailali through PPMO’s e-GP system www.bolpatra.gov.np/egpon or before 12:00 hours on 21/07/2078 (07/11/2021). Bids received after this deadline will be rejected.
3. The bidswill be opened in the presence of Bidders' representatives who choose to attend at 13:00 hours on 21/07/2078 (07/11/2021)at the office of Ghodaghodi Municipality. Bids must be valid for a period of 90 days after bid opening and must be accompanied by a bid security or scanned copy of the bid security in pdf format in case of e-bid,amounting to a minimum of Nrs. 9,60,000.00, which shall be valid for 30 days beyond the validity period of the bid.
4. If the last date of purchasing and /or submission falls on a government holiday, then the next working day shall be considered as the last date. In such case the validity period of the bid security shall remain the same as specified for the original last date of bid submission.
5. The Employer reserves the right to accept or reject, wholly or partly any or all the bids without assigning reason whatsoever.
6. In the case of discrepancies or error in bid documents, bid notice or any other documents, Ghodaghodi Municipality reserves the right to amend the correct at any time. The figure for the bid amount must be clear if any discrepancies may occur then the figure written in word is valid.
7. Ghodaghodi Municipality office will not be responsible for any costs or expense incurred by bidders for preparation or delivery of bids. Except the mentioned clauses all other condition of the bidding process must be followed by the Public Procurement Act 2063, Public Procurement Regulation 2064.
8. Bids should comply in all respects with the instruction to bidder included in the bid document. Non-Compliance with this instruction shall result in disqualification.
9. Bidders are advised to visit the construction site and access the actual site conditions before submitting their bids.
